A 36-year-old man from Moscow has been arrested following an incident involving the discharge of a firearm outside the Corner Club.

Moscow Police received a report of a shot fired early Saturday morning. Witnesses indicated that a man discharged a pistol into the air, and officers located the suspect shortly thereafter. Kelly Otto was found nearby in possession of a loaded firearm and was reportedly uncooperative with law enforcement. Otto was taken into custody on charges of misdemeanor discharging a firearm in the City of Moscow, obstruction, and carrying a concealed weapon while intoxicated. Authorities have indicated that alcohol was a factor in the incident. No injuries were reported.
