A 39-year-old individual, Joshua Jay Downer, has been convicted for a second time in a case involving child sexual abuse material. He was sentenced to 15 years in federal prison and placed on probation for life by the U.S. District Court in Idaho. The case began when law enforcement received a tip from an internet company regarding the distribution of child sexual abuse material. Investigators traced the emails to Downer’s residence in Moscow. Following the execution of a search warrant, authorities discovered a tablet at his home, which contained numerous images and videos of child pornography.

Downer was prohibited from possessing a tablet due to his status as a registered sex offender and being on federal probation from a prior conviction related to child sexual abuse material. The Moscow Police Department and Latah County Sheriff’s Office assisted federal authorities throughout the investigation.
