The City of Pullman is planning a third fire station and a new police station as part of its Capital Improvement Program (CIP). The CIP Committee is currently reviewing proposed projects for the next six years.
The third fire station has been on the agenda for nearly a decade, following a property tax increase approved by voters for a $10.5 million bond, which included funds for land acquisition. However, progress has been slow. City officials have explored leasing a site near the Washington State University golf course, but that location is no longer available. A new potential site on the Moscow-Pullman Highway is being considered.
The estimated cost for the design and construction of the third fire station is $9.5 million, but the current CIP documents do not allocate funds for land acquisition. Construction is planned to start in 2028, and there are plans to purchase a sixth ambulance and a wildland firefighting brush truck as part of the preparations.
Additionally, there are updates concerning the old city hall building downtown, where some Pullman Police Department (PD) offices have recently relocated. The long-term plan includes $70,000 for remodeling PD offices and upgrading the workout gym. City officials have confirmed that there are no current plans to sell the old city hall.
The new police station remains a priority in the CIP, with an estimated cost of nearly $10 million and construction also scheduled for 2028. The exact location for the new police facility is still undecided, and funding may require a voter-approved bond.
A new project to remodel and expand Neill Public Library has been added to the CIP, with an estimated cost of $8.4 million and construction planned for 2028.
The CIP Committee will review the six-year construction plan over the coming months before presenting it to the city council. The proposed CIP list can be accessed [here](https://go.boarddocs.com/wa/pullman/Board.nsf/files/DGAQKA696D35/$file/Proposed%202026-2031%20CIP.pdf).
