After nearly two years of review, the Pullman City Council is set to consider a plan to establish new regulations for short-term rentals, such as those listed on platforms like Airbnb.
These proposed regulations are part of a larger update to the City of Pullman’s zoning code, which is also on the agenda for final approval. Previous discussions have indicated that a majority of the City Council appears to support the introduction of new rules, although some councilmembers have expressed concerns and suggested that the short-term rental regulations be separated from the zoning code update.
The city’s planning commission has spent considerable time developing these proposed regulations. Currently, short-term rentals in Pullman are only permitted with a Conditional Use Permit from the city’s hearing examiner, with only 14 legal rentals existing in the city. Additionally, these permits are not allowed in single-family residential zones.
The new rules would permit short-term rentals of up to a duplex size across all zones. Operators would be required to obtain a business license in accordance with state law. Safety measures proposed include an emergency evacuation plan approved by the city, illuminated emergency exit signs, as well as smoke and carbon monoxide detectors. The regulations would also establish occupancy limits and mandate inspections by a city building official. An annual permit would be necessary for advertising a short-term rental in the city.
Short-term rentals have gained popularity as a side income opportunity for some residents of Pullman.
The Pullman City Council meeting is scheduled to start at 5:30 PM at city hall.
