Schweitzer Engineering Laboratories, headquartered in Pullman, has published its 2025 ranking of states for business and trade in its 4th annual SEL Index of Freedom. This index evaluates the business climate across all 50 states using publicly available data to measure factors such as government efficiency, regulatory freedom, and energy resiliency. According to the index, Idaho ranks 4th for business and trade, following South Dakota, Wyoming, and Utah. This marks a decline of one position for Idaho compared to last year’s ranking. Washington remains at the 35th position, unchanged from the previous year.
